Guild Wars 2 Item Upgrade
The stats of an item can be enhanced by upgrading it, also known as "upping". Each upgrade increment gives an increase in linearity of a given stat.
Players can recycle six items at one time to gauge the upgraded component of each item. The cost of recycling items scales depending on their rarity and level.
Upgrade components

This isn't the actual amount at which the glyph will increase a stat, but the maximum value by which it can do so. The actual value of the glyph is determined by the quality and tier of the item you are in awe of it.
The majority of upgrade components that are added to items cannot be removed or replaced without dismantling them, with the exception of legendary equipment and upgrades. If you have a rune or glyph you don't want to use but it hasn't been applied to gear yet, you can move the item to a different piece by selecting the Upgrade Glyphs menu on the Glyphs Panel. This will create the new Glyph Set with the selected glyph.
You can remove the glyph using the Black Lion Salvage Kit, or an Ascended Salvage tool. The item on which the glyph is placed will be destroyed, however the upgraded item can be retrieved using the glyph shards.

This will alter the layout of the item's window, and allow up to six items be chosen to recycle. The level gauge is increased by recycling an item. The amount is determined by the item's rarity and its own level, so higher-level items are more valuable to recycle than lower level ones.
Players can also use Reroll Tokens and Star Remnants to roll rerolling Weapon Traits to upgrade units. Rerolls will roll a % chance of a weapon's traits. If it scores higher, then the weapon is upgraded. If it is lower the weapon remains as is. Weapons can be upgraded up to 3 times.
Rerolls are a good option for upgrading an item, however, players must be aware that it could reduce the overall ilvl the weapon based on the number of rerolls used to raise it to the final level. This lowering effect is most effective on Diadems and ring items, which have no competing ilvl-raising options.
Players have complained that the reroll system is too expensive. It's better to let people pay for it with cash or food items which allows them to make changes to their builds without having to invest excessive amounts of time. However, paid rerolls are not something the developers want to incorporate at this point in the game's development. Instead, they're planning add an ability to change races in the near future.
Leveling
There are many ways to level up an upgrade to an item. The first method of leveling up an upgrade to an item is by increasing the upgrade amount. This increases the value of an upgrade for the stat. The second option is to increase the effect of the upgrade, which can increase damage or healing for a stat. The base item can be upgraded to an advanced upgrade type. Once this is done the new item will retain its iLevel but it will be upgraded with the effects of the upgraded type of item.
When upgrading your items it is essential to keep in mind that upgrades aren't always planned. In the majority of cases, a better roll is based on the glyphs. However there are occasions when a more or unique roll may occur. Additionally, the iLevel of the upgrade will be determined by the item type, so should you upgrade a unique or rare item to a unique type you will have a chance to get a higher iLevel.
